Owner builders need a building certifier when constructing a granny flat. The certifier independently assesses the plans, issues the Building Approval (BA), carries out the mandatory stage inspections through construction, and issues the final certificate to occupy. This is a legislated step — the work cannot be approved or occupied without it.

A registered building certifier is legally required to assess your plans against the National Construction Code, issue the Building Approval (BA), inspect the work at key stages, and issue the certificate that allows the dwelling to be occupied. Without a certifier your granny flat cannot be lawfully approved, built or occupied.
The BA is the building certifier’s formal approval that your design complies with the building codes and standards. The certifier reviews the stamped plans, engineer’s drawings, energy efficiency report, soil classification and other documentation before issuing the BA so construction can begin.
The certifier attends mandatory stage inspections — typically footings, slab, frame, wet-area waterproofing and final — to confirm the work matches the approved plans and meets the standards. Passing each inspection is required before the next stage of work proceeds.
Typically the certifier needs DA-stamped plans and conditions, signed engineer’s drawings, a soil classification report, an Energy Efficiency Report (EER), Evo Energy service clearances, an asbestos advisory form, appointment forms and your rates notice. Owner builders are exempt from some builder-specific items such as home warranty insurance.
